Every one in the comments says it doesn’t cure and has a sticky layer, is that because they are not adding a topcoat?

It’s very pigmented so either they aren’t curing long enough or they are putting the polish on too thick. Yes after curing it will have a sticky layer, rub some alcohol over them and the sticky layer will be gone, unless it’s not properly cured, it always comes back to the curing and not over polishing. Better to do two thin layers.
