Like the shorts but they chafe at the knees

I like the shorts and the build overall but there's a flaw in how they've built the cuff at the bottom of the leg. The stitching and the material are really rough and after about 30 - 45 mins of peddling they're rubbing my knees raw. I either need to wear knee pads or longer bike shorts underneath or roll up the cuff so the cuff isn't rubbing. I haven't had this issue with other shorts in the past.They fit on the smaller side on the waist. I'm around a 31" waist and these are on the snug side for me.
